Most "compare VoIP providers" pages online are written by the provider itself, and somehow that provider always comes out on top. This page is too, with one difference: every amount below is simply what's published on that provider's own website. No estimated rates, no stale numbers copied from an old blog post.
We also noted when a provider does not publish a rate. That tells you something too.

Localphone is deliberately left out: it's a calling app for international calls with no Dutch number of its own, not a VoIP subscription like the other four. Not a fair comparison.
Not every provider bills per minute. Voys sells unlimited calling as part of the subscription; Speakup simply doesn't publish a rate. Where a separate call rate is published, it's below (amounts as published, so BasicVoice excludes VAT).

That's 200 calling minutes a month, 2,400 a year — a normal usage pattern for a household or freelancer. Here's how the annual cost adds up, VAT included where applicable:

Budgetphone and Speakup are deliberately left out here: without a published call rate (Budgetphone) or a published subscription price (Speakup), a fair annual calculation isn't possible. We don't invent numbers just to complete the row.
No connection fee. CheapConnect doesn't charge a per-call connection fee. Many providers do: a few cents each time adds up across dozens of calls a month.
Per second, not per minute. A 40-second call costs you 40 seconds with us. Providers that round up to the minute charge you for a full minute.
No bundle you don't need. Unlimited calling sounds appealing, but with light usage you're paying for capacity you never use. Average or light caller? Per-second billing wins almost every time.
Transparency as a business model. Our systems are automated, so we carry lower support and staffing costs. We pass that saving on in the price, not in a sales pitch.

Localphone is a calling app for international calls, with no Dutch number of its own and no incoming calls. That's a different kind of service from a VoIP subscription with your own number, so it's not a fair comparison.
Voys sells a fixed monthly fee with unlimited calling within the Netherlands (subject to a fair-use policy). That's a different model from per-second billing. Call a lot, and that can work out cheaper. Call little, and you're paying for capacity you don't use.
Not necessarily. For very heavy calling, an unlimited plan like Voys' can work out cheaper. For average or light usage, as in the worked example above, per-second billing with no connection fee wins almost every time.
